That Life and Art thingie, again

Now reading this, I can think of only 2 options:

  1. Somebody in ISI read “His Last Bow” and came up with brilliant idea for ciphers.
  2. Somebody in ISI read “His Last Bow” and came up with brilliant idea to mislead everybody else.

Which one do you prefer?
